Primary Inter-exchange Carrier Code (PICC) fee is a charge that long-distance providers bill on your long distance statement to recoup money charged to them by your local carrier. This is usually charged to business lines.
If a long distance carrier is not assigned on a given line, the local company has the prerogative to charge or waive the fee. Different carriers charge different amounts of PICC fee. Some carriers pass more of the cost to you, while others absorb the cost. PICC fee ranges from $4 to $5 per month per line.
